From ransomware campaigns and sanctions evasion to sophisticated cyber intrusions targeting critical infrastructure, adversaries are exploiting digital systems and global financial networks in new and complex ways.

As these threats continue to evolve, the quantum horizon introduces an additional layer of strategic risk. This executive panel will examine how advances in quantum computing could reshape cyber and operational risk across the financial sector, while also considering the growing convergence between cyber-enabled crime, ransomware payments, sanctions evasion, and global illicit finance networks. Leaders from policy, finance, and technology will explore the implications of quantum-enabled decryption, the expanding links between cyber threats and illicit finance, and the operational vulnerabilities that could undermine confidence in critical financial infrastructure.

In this podcast, Ilana Singer, Chair of the Toronto Centre Securities Advisory Board, is speaking with Ana Fiorella Carvajal. Ana has more than 25 years of experience in financial sector issues with a focus on capital market development, regulation, and supervision. Ana is currently the lead securities market specialist at the World Bank Group. In this role, she advises countries on issues relating to capital market development and has led technical assistance missions in a wide range of the emerging markets and other countries. Prior to joining the World Bank Group, Ana worked as a senior financial sector expert at the International Monetary Fund.

Governor Timothy Antoine is an economist and development practitioner. He was born in Grenada and has served as the third Governor of the Eastern Caribbean Central Bank (ECCB) since 1 February 2016.

Mr. Antoine spent 14 of his 22 years with the Government of Grenada’s Ministry of Finance as Permanent Secretary, and previously held positions such as Planning Officer and Senior Economist. In addition to his experience as a senior manager, Mr. Antoine has also accrued significant experience in financial regulation, as Chairman of the Grenada Authority for the Regulation of Financial Institutions (regulator of non-banks) and as a member of the Board of Directors of the Eastern Caribbean Central Bank.

He has also served as Advisor in the Office of the Executive Director for Canada, Ireland and the Caribbean of the World Bank Group and was based in Washington DC.

Mr. Antoine holds a B.Sc. in Economics from the University of the West Indies, and a M.Sc. in Social Policy and Planning in Developing Countries from the London School of Economics.

In 2018, he was awarded an Honorary Doctorate in Humane Letters from St George’s University. He was also the recipient of the Order of Grenada Gold Award for Excellence in 2016.

Mr. Antoine is currently the Chairman of the Eastern Caribbean Home Mortgage Bank, the Chairman of the Eastern Caribbean Securities Exchange and the Chairman of CCRIF SPC.

While we are “on the go” at our programs, we are often presented with opportunities to sit down and chat with them, which we did recently at our International Program on Crisis Preparedness and Resolution Options in Stockholm. In this podcast, Cecilia Skingsley, Deputy Governor of the Riksbank, discusses the importance of communication in times of financial crisis and stability. She shares learnings from the Swedish crisis and briefly discusses how social media can be a communication tool for financial supervisors and regulators.

Fintech has become one of the biggest buzz words in the industry over the past 5 years. There is no doubt that technology has vast potential and fosters creativity and innovation. However, securities regulators and supervisors around the world have been trying to find the delicate balance between encouraging innovation while protecting investors. In this podcast, Mark Adams discusses the Innovation Hub, an initiative of Australian Securities and Investments Commission that aims to assist fintechs in navigating the regulatory framework while protecting investors and capital markets.

The Australian Securities Exchange (ASX) is the first in the world to use distributed ledger technology in its clearing and settlement system. In this podcast, Katie McDermott will discuss the challenges and opportunities from the Exchange’s perspective and the most important lessons learned throughout this process.
